Is sand supposed to replace holy water in Lent?

What are the rules for Holy Water during Lent? I have been to 2 Catholic churches and one had Holy Water in the little founts and one did not. When is not offered?

Hi,

For the past few years there has been a fad in some parishes where the holy water fonts are filled with sand during Lent. There is absolutely no legal justification for this. Traditionally during Holy Week the fonts are not refilled so that they are empty for the new holy water that is blessed during the Easter Vigil.
