I have a better idea. During the next congressional election, each voter should get a wild card vote. In addition to voting for those that would represent you in either the Senate and/or the House, you would get to use your wild card vote to vote for a candidate that is running in a congressional election other than your own.
My plan might require some tinkering with the Constitution, but I have to believe that it would be a fun way to increase voter turnout. It would be nice to watch Ted Kennedy concede defeat on election night by claiming that "those damn Texans killed me."
