The following procedure seems to work well in
Microsoft Outlook 2002.
In Microsoft Outlook 2002, go to the menu bar and click:
Tools > Options
to bring up the Options dialog box.
Within the Options dialog box, click the Mail Format tab.
Look for the Signatures group and click the [Signatures] button.
Then click the [New...] button.
Enter a title (e.g., "CAF signature") and click the [Next >] button.
In the "Signature Text" edit field, you can add text and HTML formatting as desired.

When you are done designing your signature, click the [Finish] button. This places you back in the Options dialog box. From there, you can select your new signature to be used for new e-mail messages and/or replies/forwards.
Click the [OK] button to dismiss the Options dialog and you are done.
