In the United States and Europe, yes, but not world-wide. But of the 33 million persons infected with HIV worldwide most are heterosexual.

But to get back on topic, the mayor of Moscow wants to ban gay speech and the freedom of gays to associate with one another. He tries to justify his repression of civil liberties by using HIV as an excuse. But simply being gay or lesbian doesn't mean you are going to get or transmit HIV. What transmits HIV are some very specific practices such as anal sex or (especially for Russia and countries of the former Soviet bloc) IV drug abuse. If the mayor truly wanted to reduce HIV transmission he would create programs which reduce risk.

Many in the third world are bi-sexual. This is how HIV is spread mostly to the women by the men in their lives.

One of the things that Africa has been doing about the HIV/AIDS situation there is to strongly support relationships between a husband and wife only. You can search up the links my computer filters because of the kids.

You can't CREATE AIDS by putting two men together. And two men who don't have AIDS can't transmit it. In fact, just for the sake of argument, unlike a hetrosexual couple, the only ones that can't sexually transmit AIDS is the female homosexual couple.
