In theory the idea of a an international governing body is not foreign to Catholicism. The Christian emperors are great examples. Such a governing authority can be a great good if it acts according to principles of truth and goodness--just as any government must. Pope Pius XII also advocated for such an international body to prevent violent international conflicts.
Point being, the Pope is not advocating for an evil international governing body, but for a good one.
