Here is the current GIRM.
The norm established for the Dioceses of the United States of America is that Holy Communion is to be received standing, unless an individual member of the faithful wishes to receive Communion while kneeling." (GIRM 160, 2011 ed
The Norm is inclusive of the 'unless an individual...'. Ergo, the Norm if kneeling exists when an individual member of the faithful desires to kneel.
The previous edition of the GIRM was not incompliance with the instructions issued in Redemptionis Sacramentum, and several Vatican responsoria.
Thus it was revisied early in 2011
