Here is the current GIRM.

The Norm is inclusive of the 'unless an individual...'. Ergo, the Norm if kneeling exists when an individual member of the faithful desires to kneel.
The previous edition of the GIRM was not incompliance with the instructions issued in Redemptionis Sacramentum, and several Vatican responsoria.
Thus it was revisied early in 2011
