Does anyone know where I can obtain 1st or 2nd class relics of St Therese of Lisieux or St Gemma Galgani?

I believe you can get a second class relic (from her cothing) of St Gemma here, for a donation:

I too am curious to see if anyone knows how to obtain one for St Theresa

Selling relics is forbidden. If a "donation" is required in order to get the relic then that is a sale. Nobody should think otherwise.

I thought that ex indumentis, from the cloth or touched to cloth, 2nd and 3rd class relics are allowed for sale or donation.... Although you are paying for the medal or holy card or whatever the relic is attached to. But 1st class relics are forbidden for sale, with the exception of paying for the container.

Canon Law does not differentiate relics. It states relics are not be be sold. It does not say only 1st class may not be sold but other classes can. No relics can be sold.
Can. 1190 §1 It is absolutely wrong to sell sacred relics.
§2 Distinguished relics, and others which are held in great veneration by the people, may not validly be in any way alienated nor transferred on a permanent basis, without the permission of the Apostolic See.

If you are required to part with money to obtain a relic then that is a sale, even if its dressed up as a donation or the illusion that you are only paying for the card and the relic is allegedly free.
Now if you are really being given the relic free without an obligation to give a donation then of course you may voluntarily donate something.
