The spokeswoman, who is quoted by CNN, says no.
My sense is that that the new ceremony is sort of like religious marriage, but without the legal benefits and with a different name. I haven't seen the text of the ceremony, and it might be interesting to compare it with the text used for traditional marriages.
Here is the body of the resolution which was just approved. Perhaps others here are familiar with the documents which are referenced?

The LC-MS does not and will not ordain gay clergy (or women, for that matter) although the ELCA does. Stated plainly, the LC-MS says that homosexuality is a sin. Sin must be repented, not blessed.
