In WWII, the British wanted to make the Germans believe that the invasion of Sicily was just a feint and that the real invasion was to take place in Greece. They staged what they called operation Mincemeat. MI-5 found a dead homeless guy named Glyndwr Michael, made a new false identity for him complete with personal letters and effects, chained a briefcase full of fake plans to his belt, and left him in the ocean off of Spain to simulate a plane crash. His fake identity was Major William Martin of the Royal Marines. The Spanish, not being very neutral, immediately sent his plans to the Germans and they fell for it completely. The invasion of Sicily was met with almost no resistance compared to what had been expected.
The pic is of Major William Martin's ID card. The guy in the pic is actually an MI-5 agent named Ronnie Reed who looked enough like the late Glyndwr Michael to make a convincing photo ID.
