No Scott is right in that this can be properly called fascism. What typically distinguishes fascism from socialism is that the control of capital under fascism is still in private hands. People are quite right that the American system is not really socialist. That is because it is really more fascist.
The USPS is actually socialist in that the government owns the capital. The same is true for roads. Yes, this was since the beginning of the Republic. The US was never a pure capitalist system. It was however much more capitalist. There is almost never any pure realization of any economic system. I dont know much about North Korea but it might be the most pure form of socialism/communism only because it is so dreadfully poor and undeveloped. No economy could do so poorly absent complete ownership by society of the means of production.
