Default Pope: Families from rich countries could sponsor families from poor ones

I found this to be a very interesting proposition. Are there any (Catholic) charities that currently organize such pairings? I remember some that supposedly assigned you a poor child to feed.

One could have "a family in France, in Germany in Italy, talking responibility for helping" another family in need, said the pope.
