No it doesn't. Some of the top 10 most prosperous cities are also run by Democrats or Republicans who inherited outstanding prosperity under Democratic leadership:
1. Virginia Beach
2. Anchorage

And, by the way, this list is wrong and so is what you posted about their mayoral history. Miami, for example, has had 4 Republican mayors since 1985 including the current mayor. I haven't gone back farther than that but I'm sure there are others.
