Anyone may bring up the gifts but only a practicing Catholic should be asked to do the readings. Even then, it is better to ask a practicing Catholic who has experience as a lector to do the readings. If you do not have anyone in your family or circle of friends who fits that requirement, the wedding presider should be able to recommend a parish lector. The role of lector should not be considered an honorary role to be bestowed on a favorite friend or relative. Similarly to the extraordinary minister of holy Communion, lectoring at Mass is a ministry.
