adding a picture to my posts

I wish to add a picture of my favorite saint to all of my posts.
But in the box' Posting rules' it says I may NOT post attachments, but I may do everything else. Do you have any idea what gives here? Is it perhaps some problem on my end with my computer, or is it a rule that applies to new members, or do I have some feature toggled off? It has me stumped.

New Member rule.

New Members gain additional rights (such as pictures in Signatures and attachments) after 30 days of membership.

This policy was instituted after new members with improper motives abused their posting privileges by spamming the forums with inappropriate pictures.

oh, ok. - And it sounds like a perfectly good reason.
Thank you for the explaination. I read through the forum rules, but I must have missed that one somehow.
