Why not a new order of the priesthood?
Would it be productive to start a new order of priests that learn, teach and celebrate TLM?
The order can be a kind of pool where some diocese are void of celebrants can call the Order for a kind of Latin Mass mission until that diocese can achieve sufficient priests to serve.

Been done. Twice,at least. I also hear that some seminaries have two "tracks" and that the Latin [for lack of my knowledge of the term actually used] section tends to be increasingly preferred by new candidates.

The groups are the Fraternity of St. Peter and the Institute of Christ the King Sovereign Priest, in case you were wondering. Actually I think the FSSP has more seminarians wanting to enter than they can handle!

There are several priestly orders and societies that use of the Liturgical books of 1962, including the Fraternity of St. Peter, the Institute of Christ the King Sovereign Priest, and the Institute of the Good Shepherd, as well several orders of Benedictines (monks and nuns) and some orders Carmelites, Franciscans and various Augustinian Canons (such as the Canons Regular of New Jerusalem.
Any Bishop can create an order or society of Diocesan Right- if they do well they may be elevated to Pontifical Right.

I guess I don't get why they don't make instructing in both forms of the Latin Rite a priority in seminary. Wouldn't that just make sense? Why either or?

The good seminaries will probably offer it.
I know from personal experience that Sacred Heart Seminary in Detroit does include celebrating the N.O. in Latin as part of the training. Pope Benedict has since made this mandatory in all seminaries with the issuance of Sacramentum Charitas.
I imagine the celebration of the Extraoridinary Form would be offered to the seminarians.
There is already an informal program within our Indult community, where the priests who are familiar with that form train others.
