It's not according to the precepts of the Church. Not everyone can afford to tithe so they ask that you give according to your means.

The Precepts of the Church include the following:
The fifth precept ("You shall help to provide for the needs of the Church") means that the faithful are obliged to assist with the material needs of the Church, each according to his own ability.
From Canon Law:
Can. 222 §1. The Christian faithful are obliged to assist with the needs of the Church so that the Church has what is necessary for divine worship, for the works of the apostolate and of charity, and for the decent support of ministers.
§2. They are also obliged to promote social justice and, mindful of the precept of the Lord, to assist the poor from their own resources.

Oh, I didn't know that. I thought that tithing is a must. In fact, some of my friends and my own dad give a tenth of their monthly income to the church.

Hey, look what I found.
Soglia (Institut, Canon, II, 12) says "The law of tithes can never be abrogated by prescription or custom, if the ministers of the Church have no suitable and sufficient provision from other sources; because then the natural and divine law, which can neither be abrogated not antiquate, commands that the tithe be paid." In some parts of Canada, the tithe is still recognized by civil law, and the Fourth Council of Quebec (1868) declared that its payment is binding in conscience of the faithful.
