Generally, I have always liked Odo. But Quark can always be counted on for comic relief.

You're right, that is a difficult one. Although both species have close to no redeaming qualities, I'll have to go with the Djem Hadar because the Dominion are definitely the opressors when it comes down to it. They only use the Djem Hadar to further their ends.
