Well, Spiritually speaking, the entire verse is right
"they are corrupt" - since they don't believe in God, their spirituality is "corrupt" in the Judeo-Christian worldview
"they have done abominable works" - when it comes to religion I'll refer you to academia:
"The God Delusion" by Richard Dawkins
"god Is Not GREAT" by Christopher Hitchens
"Why I'm Not a Christian" by Bertrard Russell
the "There Probably Is No God" signs in Britain
It's not to say Atheists are bad people. However when it comes to religion nothing good comes out of it in the end.
"there is none that doeth good" - once again, Atheism does nothing to progress the belief in God
Look at the next two verses:
(I noticed you quoted from the KJV so I'll continue with it)

The verse is true in the Judeo-Christian world-view because no Atheist "understands" that God exists. This also shows how no Atheist seeks God because an Atheist does not believe in God. If they begin to sincerely seek God and worship Him they are no longer Atheists.

This verse is very angry. Denying the Holy Spirit is considered the ultimate blasphemy. This is something ALL Atheists do by the very DEFINITION of Atheism
There are many ways to interpret Scripture. Some even have multiple true meanings. Be they literal, allegorical, or spiritual.

Probably because "The fool says in his heart, "There is no God." fits on the sign.
