Is it ok for rape victims to use emergency contraception?

Hi, I read an article( http://www.catholicnewsagency.com/resource.php?n=968 ) stating that it was ok for rape victims to use emergency contraception under certain conditions. Is that true? I thought that using artificial contraceptive was always wrong unless the pill was being used for non-contraceptive medical reasons. All the arguments I have seen against contraception were based on sex being a loving, consensual act. Clearly, that description does not apply to rape. Please clear up my confusion on this.
