115 cardinal voters
I keep seeing various media reports that there will be 115 cardinals voting in the conclave. Now I know that there are 117 cardinals under 80 eligible to vote and I also know that Jaime Cardinal Sin is too ill to go to the conclave, so who is the other cardinal not participating and why?

Javier Cardinal Lozano Barragán of Mexico is also said to be too ill for the trip. I don't have any details beyond that, though.

I would just like to make a correction on the identity of the other Cardinal elector who will not be participating in Monday's Conclave.
It is Cardinal Adolfo Suárez Rivera, retired archbishop of Monterrey, Mexico, who joins Cardinal Sin of Manila as the confirmed non-attendance due to failing health.

There are a couple of cardinals that are very sick. I believe one of them is from Mexico and the other is from Italy.

They are Cardinal Sin, the retired Archbishop of Manila (Philippines) and Cardinal Rivera, the retired Archbishop of Monterrey (Mexico).
The remaining 115 Cardinal electors are all accounted for and are probably all in Rome by now.

I would like to add that in the event either Cardinal Sin or Cardinal Rivera recovers from his illness and is strong enough to travel to Rome, he may do so and participate in the Conclave at whatever stage it may be, but prior to the election of the Pope, and casts his vote. (UDG, Prov. #39 & 40.)
As Cardinal electors, they have both the right to be admitted (or re-admitted after they fall sick during the proceedings and subsequently recover) and the concurrent duty to elect the next Pontiff.

And, actually, they pretty much just need to make it to Rome to participate. If they are too ill to go back and forth to the Sistine Chapel and all, another cardinal can be sent to their living space and collect a ballot from them.
