Unless such a person ruled out the possibility of God sending any signs in the sky at all (which Scripture does not do), then the only left to conclude is that when a prodigy in the sky is observed, one must discern whether it is from God or not. Even Jesus predicted the sign of the Son of Man would appear in the sky:

So the question is: is it a true sign or is it a false sign?
Since it is impossible for the average Christian to make such a determination (very much like it is impossible for an individual to definitively define a passage of Scripture), then a competent authority must make that determination.
There is no other recognized authority on earth that has the competence and the charism to make this determination but the Catholic Church.
