some discrimination is necessary in life. You wouldn't put pre-teen and teenage girls with the same age boys out at night camping. Neither would you want adult males supervising young females.

It is for the protection of the children.

Being "openly gay" is to live a lifestyle that promotes sex outside of marriage. This is directly contrary to the Scout Oath to remain morally straight. It is also highly inappropriate to have an openly gay leader in a group of young boys, where open sexuality (hetero or homo) really does not belong.

Yes, it is appropriate to ban openly gay persons.

In my experience as a Scout, and as a Scout leader with my son, one's sexuality simply does not get raised at any time with the boys. If a scout leader started talking about his promiscuous heterosexual lifestyle, that would be equally inappropriate, and grounds for removing him from his position.

Is it discriminatory to prevent an adult male from taking a troop of 13 year old girl scouts on an otherwise unsupervised camping trip?

The rule is not intended to be discriminatory. It's in place to protect the innocence of the boys in Scouting. No one has the right to be a Scout leader.
