I don't understand what authorization is needed to actually start treating patients. Can they not start treating on the basis of 'Good Samaritan?'

Certainly those that are in life threatening situations can be treated. Even I can administer first aid even though I am not a doctor, nurse, or medic.

Does anyone know what the doctors are waiting for? What authorization is needed?
