How to introduce the sign of peace at a communion service?

Can someone answer this for me please,

I am an extra ordinary min of Holy Communion that ministers at Communion services on priests day off.

Directly after the Lords prayer and beffore the sign of peace, the priest would usually say " Peace be with you" can this only be said by the ordained priest ?

According to the Rite for Holy Communion Outside of Mass:

30. ...[The minister] then introduces the Lord’s Prayer in these or similar words:

At the Savior’s command and formed by divine teaching, we dare to say:

He continues with the people:

Our Father…

31. The minister may invite the people in these or similar words:

Let us offer each other the sign of peace.

All make an appropriate sign of peace, according to local custom...

In a "communion service" the minister (lay or deacon) does not say "peace be with you" or anything similar. The minister only says "Let us offer each other the sign of peace."
