The mantle/cape vestment is called a cope
and is a proper liturgical vestment of a priest outside of Mass.
The shawl-like vestment used to hold the monstrance for Benediction is a the humeral veil.
Not to be confused with a vimp, the similar vestment worn by an acolyte or server holding the bishop's mitre or crosier.
