Default What is the history of the canon of scripture?

I'm currently talking to a friend about the Bible. One topic that came up was who put the Bible together. Now, I realize that the Torah was around a while however, the Torah does not have the Book of Ruth in it like the Old Testament. In fact the Torah only has 5 books. So who or what religion decided upon what books will go into the Old and New Testament? I heard it was the Cardinals of the Catholic Church that decided what books would go into the Bible is this true?

These links should be helpful for explaining the Church's continued inclusion of the deuterocanonical books (sometimes referred to by Protestants as the Apocrypha, which BTW can also be found in the actual 1611 edition KJB which are still available.) in the Bible.
