This cap is unconstitutional – going well beyond settled limits on federal power to impose an income tax

This is laughable, espically coming out of the mouth of a state AG. The 16th Amendment says nothing about tax deductions. Infact the 16th Amendment says “The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.” “without apportionment among the several States” was put in there so that a state with say 12% of the population did not have to pay 12% of the income tax, like previous taxes. There is absolutely nothing unconsutional about some citizens having to pay more total taxes (Federal plus State) simply because some states choose to tax their citizens at a higher rate than others.

This is nothing but a blatent attempt to keep these states true tax enviroments from being realized by the citizens.
