Indeed, it is. The liturgy is the the place par excellence to teach the faithful the theology of the Church, not so much in many words and in words coupled with actions. And not just the liturgy of the Mass, but, as Syro mentioned, the liturgy of the hours, like lauds before Mass and vespers to close Sunday. Were such liturgies normally celebrated, those who attended it would increase their understanding on God, the Trinity, Salvation and the Saints by an order of magnitude, I dare say.
