Applying for jobs for "practice"

Apparently something that people do is to apply for jobs just to practice, or to keep up with how to keep their resume in good shape, etc., and they aren’t really trying to get the jobs they are applying for, although every once in a while, someone not intending to get a new job does.

aside from generating frustration for the poor actual jobseekers who are being crowded by those who are merely practicing, is this a moral thing to do?

Absolutely. Why wouldn’t it be? I see nothing wrong with floating balloons to test what your current market value is. I once even ended up taking a job with one hospital I was just using for “practice”, as you say. They made me an offer I couldn’t refuse.
