Are frog legs considered meat?

As we were eating frog legs Friday night, one of us wondered out loud if they were considered meat. This brought up the larger question of how exactly food is discerned to be meat or not with regards to Friday abstinence. One suggestions was that anything cold-blooded, such as fish and, well, frog legs, was not considered meat. What is the general rule for this?
