baptism and the Holy Spirit

I was asked by a Protestant where exactly does it say in Scripture that the Holy Spirit is given at baptism. Need a little help here.

I believe the answer you maybe looking for is in Acts 2:38…8 Peter replied, “Repent and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of your sins. And you will receive the gift of the Holy Spirit. 39 The promise is for you and your children and for all who are far off —for all whom the Lord our God will call.”
This verse also makes me think that infant baptism is biblical because it is a sign and seal of the New Covenant, plus the infusing of sanctifying grace.The Bible clearly states that it is for you and your CHILDREN.
