Can a diocesan priest celebrate a Mass of a religious order?

Could a diocesan priest celebrate a Mass of a religious order, such as the Carthusian rite, or Carmelite rite? Would he need permission from his Ordinary? Could a diocesan bishop celebrate a Mass of a religious order, or would he need the permission of the Pope?
