Can a layperson do the blessing of throats?

Is it proper and approved for a layperson (Extraordinary Minister of Holy Communion) to give the Blessing of St. Blaze, is this ok?

Yes, the Book of Blessings contains an option for a lay person to say the prayer of blessing of throats for St. Blaise’s feast day:

1626 The blessing of throats may be given by a priest, deacon, or a lay minister who follows the rites and prayers designated for a lay minister.
