Canonisation miracles

1.) is a cure of a non- life-threatening condition considered a miiracle for the purposes of canonisation?

2.) I think I read somewhere that miraculous cures of central nervous conditions are not elegible to be considered because of the chance the cure may be psychogenic. True?

The Holy See can consider anything it wants as a miracle. I’d imagine that crippled person being able now to walk would be considered miraculous.
