A Catholic Theocracy with total obedience to the Magisterium, would it work?
Freedom of religion is a key point of Catholic social justice. I don’t know how that can be attained under any theocracy.
Now, a democracy where the morals taught by the church are followed by all - that would be…heaven.
Canon Law, as it is, only comprises one big book, for the governance of the Church throughout the world.
In civil law, by contrast, The U.S. Civil Code, not to mention the Criinal Code, takes up shelves upon shelves, with accompanying CFR’s–Codes of Federal Regulation, plus implementing instructions issued by every agency.
No way do I want bishops involved in writing civil law. It’s bad enough as it is.
