Charisms Question

Went to a called and gifted workshop last weekend and was told that any baptised Christian has charisms bestowed on them by the Holy Spirit. My question is, do non baptised persons have these and why/why not??

The Gentiles in the household of the centurion Cornelius received the charism of the Holy Spirit of praying in tongues before they were baptized (Acts 10:46).

The same phenomena can be observed today in Oneness Pentecostal Churches (UPC). Many Oneness Pentecostals are not yet Christians since they have never been validly baptized, yet they manifest some of the charisms of the Holy Spirit. (Oneness Pentecostals have embraced the heresy of Modalism – they reject the doctrine of the Trinity).
