Communion under both species

I was recently told by a friend that communion under both species is only allowed for special occasions such as weddings, first communion, etc. The larger parishes in the area that I live in commonly distribute the Precious Blood to the faithful even at daily mass. What are the guidelines for this?

Communion under both species is allowed at any Mass. Many parishes will only offer it under the form of the host at daily Masses, but it is fine to offer the precious blood to communicants at daily Masses.
