Hello, all! I have a very simple question. As we all know, only one’s pastor can dispense one from a private vow. My question is: Must a person be in a state of grace for the dispensation to be valid? I see no mention of such in the Canon Law or Catholic encyclopedia, but I figured it’d be good to ask, too. Thank you.

There are others than ones Pastor.

But no there is no such requirement about the state of grace. Though if one is not - one ought to confess there and then…unless of course it is via the phone or something!
