Do the ends justify the means for God?

In seeking to explain the problem of evil I have often heard that God allows evil so that good can come from it. Wouldn’t this mean that God is letting the ends justify the means, since he is allowing evil to happen for the greater good?

God cannot be confined to human morality. We are not allowed to take the innocent life of another human being. But God has a right to do so since He is the author of that life. He calls people home 24/7. It is God who creates all ends and means. He has complete control–except for the freedom He has chosen to give us that we might chose to love Him.
