Does the Church allow lay preaching?

Recently at Mass, Father split his homily time with a guest from the diocese. She spoke from a different podium in the sanctuary and talked for 5-10 minutes on Stewardship. Given that the majority of guest speakers have had to wait until Mass was nearly over to address the folks in the pews, was this recent irregularity a liturgical abuse?
