Good question. According the Webster’s New World Dictionary of the American Language. This secular dictionary makes the following distinction.

doctrine refers to a theory based on carefully worked out principles and taught or advocated by its adherents.

dogma refers to a belief or opinion that is handed down by authority as true and indisputable.
