How does a public sector lie harm a people?

Assuming a lie of any sort…
Could be a proposition of something that does not exist…,
or it could be a denial of something that does exist…

Assume a government makes legal distinctions based on that law.

How does the institutionalization of that lie harm the society as a whole?

I’m thinking specifically of those consequences of deceit that might not be obvious, but are insidious and hidden.

Are there such consequences, or is a lie merely a personal thing?

Are there examples from history that illustrate these consequences?

When politicians say they are working for the people, when in reality they work for themselves and their cronies.

How do you like your last tax bill? How much is funneled to cronies?
