How does the Church determine the validity of apparitions

How does the Church determine what apparitions should be allowed to have a following and why do those that are "banned" still have faithful Catholic following them?

It might be funny to those who don’t suffer from it and thus don’t have to deal with the consequences, but for those who do, I’m sure they don’t disdain anyone for being “too modest”.

This in a “call” made most often bythe Local Ordinary [Bishop] after carefully review of the facts and interviewing all involved. It’s not unusual for them to seek aid from Rome.

As to why catholics follow them? It’s a matter of personal Piety and dicression is one’s own UNLESS defined like Fatima, Mexico, and Lordes when they are to then be held is doctrine.
