How should a lector read at Mass?

During Mass when a priest or layperson stands to read the reading, should he frequently look up at the people attending Mass? I notice most do not.

The reader should just read the text as it appears on the page. Seeking to “interact” with the congregation by looking away from the text can lead to reading errors and treats the duty as if it were a performance.
