Perhpas the time of day in saying the rosary has a role to play? I usually say it late in the evening.. at times even before I go to sleep. I simply dont have time to fit it anywhere else. Do you think time has a role to play?

Constant prayer will be needed the rest of your life. No one overcomes temptations coming from hell without praying. If you pray now and not tomorrow, tomorrow is a battle you will lose. No one can resist temptations without praying. No one. Every person has a sin they cannot conquer by themselves. Only prayer makes the difference.
"Because we are human, we are not strong. Because we are not strong, we pray."
- St. Augustine of Hippo
"Prayer is a battle. Against whom? Against ourselves and against the wiles of the tempter who does all he can to turn man away from prayer, away from union with God. We pray as we live, because we live as we pray."
-Catechism of The Catholic Church, article 2, battle of prayer 2725.
Now that I have stated my point I must say that its not just praying once and stopping. Its about constant prayer. Every day.
In my own experience (of course, it may not apply to you) I masturbated myself for 7 years. I truly was unable to escape sin. I did so many things to stop but none worked. And I am still the same weak person as I was back then except that one single thing changed. I started praying the Rosary everyday. And since then, I have not done this horrible sin. When I realized how powerful the Rosary is, and that without it I would literally fall into temptation again, I pledged to pray it for the rest of my life (Dec 8 and 12). 1 everyday until I die. Because 1 has been sufficient since then. If I fail to pray one day, for whatever reason it may be, then the next day I pray 2. That way one Rosary will cover each day for the rest of my life. I'm 21 and have already promised such, because I (in my experience) acknowledge that without this prayer I am weak. Very I would say. With it, I do overcome sin. This same is been said my various Saints.
Again, nothing else worked except a Rosary a day. Some have said that going to daily mass or to visit the Holy Sacrament everyday keep away mortal sins too. Im sure it does. So far though I feel very comfortable praying the rosary, and I highly doubt that if you pray it everyday you will continue to have this sin. If it worked for me, it certainly can work for you. I was a slave of it for 7 years. I went to confession every 2 weeks. I once thought it was impossible to get out of there. But one day with the power of the rosary, I simply did.
