Is Genesis meant to be a history?

how are we to interpret the book of Genesis or Exodus? is it to be interpreted as all historically correct. How do I tell which is historically true or allegorical?

Those aren’t necessarily mutually exclusive. You can have real historical events told in a mythological style. One also must remember that histories as a genre at the time these books were written weren’t what we would historical textbooks by today’s standards. These are cultural histories, a people’s understanding of their own history.
