Is not being a citizen sinful?

Hello. My mom wasn’t born in the US, so she’s not a citizen, but a registered “alien”. Therefore, she doesn’t vote. Because it’s (apparently) a Catholic’s obligation to vote, is she sinning by not voting? She’s very much Catholic, and I’m pretty sure she prefers her current status, but I’m worried for her.

Hi Grey,

Ordinarily one is not obliged to become a citizen of a particular country. You mother is not morally obliged to become an American citizen. It is not a sin for her to be a registered alien.
