Is personal prayer in public always forbidden, no exceptions?

Flip open to a page of Scripture, and the chances are good that someone will be praying in public in some way. Remember, we are also exhorted to let others see our good works that our Father in Heaven may be glorified…

1 Thessalonians 5

16 Rejoice always, 17 pray constantly, 18 give thanks in all circumstances; for this is the will of God in Christ Jesus for you.

It seems that if we are to obey Scripture which commands us to “pray constantly” it would be difficult not to pray in public, unless we never venture there again.
