Is the Immaculate Conception for 2013 a holy day of obligation in the US this year in the U.S.?

Dealing with the Immaculate conception for 2013 I have heard the day has been moved to Dec 9th which is a Monday. If this is true is this a holy day of obligation? In either case can you please tell me why it is or isn’t a holy day?

Since December 8 falls on a Sunday, the Solemnity of the Immaculate Conception has been moved to December 9 for this year only where in the United States it will not be a holy day of obligation. I’m not sure about what is being done in other countries.
