Recruiting fighters from refugee camps has been going on for at least a few years now. ISIS has limited capabilities to recruit from the camps because they are not welcome in the camps by those who live there. But the FSA and other factions have been doing it out in the open if security at the camp is lax.

Another problem in refugee camps has to do with girls being taken or sold as “wives”. That’s more of a cultural matter than it is necessarily a refugee camp matter anyway. It’s a controversial issue in the formation of Iraq’s government as well. Pressure from NGO’s shut down an attempt to introduce Jaafari law in Iraq in 2013.
